"While building ESPO we do not overrun the budget, but as for "Kozmino" the budget may be amended," Mr. TOKAREV told. He noted that it is caused by the fact of changing the site for the terminal point from Perevoznaya Bay to Kozmino; the date of commencement of the construction was a year delayed and in the first half of this year the cost of pipe increased 36%.But Mr. TOKAREV explained that it does not mean the ESPO in whole becomes more expensive as the pipeline estimate does not include the port estimate. The Head of "Transneft" also noted that the company still points the contractors to the approved estimate of the port construction leaving out of account the fact of its raising.ESPO is built in two stages: the first stage includes the building of section Taishet (Irkutsk Area) - Scovorodino (Amur Area), at the second stage the section Scovorodino - Kozmino Bay (Primorsky Territory) will be built. The first stage of the main oil-pipeline is to be completed by late 2009. The building of the second stage may start in the second half of 2009. By 20014-20015 the oil-pipeline will have a capacity of 80 million tons a year. </yandex:full-text>

It is expected that instead of 60 days by sea, containers with spare parts will be delivered by railway three times faster.Services on delivery will be rendered by the Japanese trade-investment corporation Mitsui &amp; Co, which has corresponding agreements with Russian transport companies. She bears babies every year. Last year she bore three kittens," zoo staff told.Leopardess recently confined does not want strangers&amp;rsquo; eyes. Now her cage is closed. But the correspondent of "KP" was permitted to shoot Ksusha. The leopardess was nervous and bared her teeth angrily. Unfortunately, there was no opportunity to shoot newly-born kittens. Zoo visitors spend much time staying by Ksusha&amp;rsquo;s cage; they hope to see the kittens. But there are some skeptics who believe that the announcement about four newly-born leopard kittens is just a promo trick.    "No such phenomenon was registered in the Primorye wildlife. Wild leopardess could bear only three babies at most. But four kittens are most likely to be born in favorable conditions that are provided in the Zoo. The main amendments apply to the reallocation of funds for the period of this year and next year in the framework of the Program that is in force since 2005 till now and prolongation of this Program till 2012 (thus the Territory Program will correspond with the Federal Profile Program; by estimates about 435mln.Rubles should be allotted from the Territory budget in the extra years).Valentine ALEXANDROV reported the Deputies that currently there are two imported fire escapes, which can reach the 20th floor in Vladivostok. They proved their efficiency but they are rather old - 12 and 13 years old. Actually, they also have a fire escape produced domestically it is not so old but the supplier still could not prepare it for service. In this connection and in the framework of preparing for hosting of the forthcoming APEC Summit in 2012 in Vladivostok the firemen intend to purchase three imported fire escapes with lifting height to 50 meters (one piece will be purchased in 2009, one - in 2010, and one more - in 2011). Their total cost amounts to about 93 million Rubles.These fire escapes are capable to reach the 20th floor but not higher; more efficient fire escape costs about 30mln.US Dollars. In 2009 - 2012 four new fire escapes of AL-30 class produced domestically are to be purchased. Their total cost amounts to about 29 million Rubles. Besides, 8 fire fire-extinguishing tank trucks will be purchased in the framework of the program; their total worth is 49 million Rubles. Currently there are 2 such trucks in the Primorsky Territory Fire Fighting Service and 20 pieces are demanded. The program includes game animal protection, animal reproduction by way of biotechnical measures such as providing with feeding, developing of feeding water, artificial reservoirs, feedboxes and nests, supervision and accounting of water, field, and upland fowl.11 million Rubles will be allotted from the Federal budget to realize this program, which corresponds to about one third of all expenses; the major amount, about 76.8 million Rubles, must be allotted from the Territory budget.Victor BELOZEROV, a member of the Committee on Food Policy and Nature Management, noted that it is high time to adopt such program as the animal population density in the Primorye taiga is 1.5 - 2 times less the minimum rate required for hunting. "Primorye taiga is still suffering from damage caused by poachers in 90-s. Sure, gradually the taiga population is increasing but yet standard of hunting culture is not high enough.
