VLADIVOSTOK, February 5, vladivostoktimes.com Sergey DARKIN, the Governor of the Primorsky Territory, studied the project of oil pipeline “Eastern Siberia – Pacific Ocean” construction within the Primorye area. The project was introduced by the General Director of  “Far Eastern Construction Directorate,” the branch of JSC “Transneft”; the press service of the Primorsky Territory Administration reported to RIA PrimaMedia. The oil line passes across some Primorsky Territory municipalities from north to south. The length of the oil-trunk pipeline in Primorye is over 550 kilometers. The first stage capacity comes to 30 million tons of oil per year. It will be increased to 50 million tons per year at the second stage and two more oil-transfer pumps will be built. Besides, the infrastructure facilities and communications are planned to be built. The project worth amounts to 103 billion US Dollars. Sergey DARKIN pointed out that the Primorye companies should be involved in the oil pipeline construction. The Governor believes that the local employees are quite experienced to be engaged in this project. “In addition, all contracting companies being hired for the pipeline building must be registered in the Primorsky Territory,” the Governor suggests. “The contracting agencies must pay taxes to the local budget and we have to stimulate the taxation conditions,” he notes.   

The Governor also touched the issue of ecostandard compliance while the oil line is built and then operates. “The pipeline is a compound object and the Primorye residents must be satisfied that the oil line cannot affect the Primorye ecological system,” he says.     

Besides, the Primorsky Territory Governor stressed that ESPO becomes important investment project for the Primorye economy and local administration intends to lend support to the “Transneft” Company and all its branches in developing of this project.
